Abstract

The article explores theoretical approaches to the practice of "proactive budgeting". The priorities of the socio-economic development of the country in the medium-term budgetary policy of the Republic of Uzbekistan are being studied. In order to further increase the openness of the budget, to ensure the strengthening of public control over the spending of budgetary funds, issues of active participation of the population in the process of distributing budgetary funds were highlighted. The author's approach and views on the mechanism for financing activities are described on the basis of proposals formed within the framework of the "Obod mahalla" project.
