Abstract

Public investment is a fundamental pillar in promoting economic development in developing countries, especially those striving to overcome structural imbalances and development challenges. Iraq, despite its substantial human and natural resources, faces significant constraints hindering the effectiveness of its public investment, most notably political instability, administrative corruption, and infrastructural weakness.

This study aims to analyze the reality of public investment in Iraq by examining its historical evolution, assessing the overall economic landscape, identifying available investment opportunities, and addressing the key challenges facing the country. It focuses particularly on four vital sectors: oil, agriculture, industry, and housing and services. The study adopts a descriptive and analytical methodology, drawing on both Arabic and international academic references. It concludes with recommendations that could help redirect Iraq’s investment strategy toward greater efficiency and sustainability.
