Abstract

The article discusses the essence of the colonial policy of the Russian Empire in the field of land use and water use in Turkestan. The attitude of the enlighteners, political parties and movements of Turkestan to the colonial policy of Russia is analyzed. The opinions and comments of the largest representative of the Turkestan socio-political movement Mahmudhozha Behbudi, the programs and resolutions of the political parties “Shuroi Islomiya” and “Shuroi Ulamo” on land tenure and water use were examined.
